i wanted to make twitter backgrounds but i don’t now if photoshop elements 8 is cable of doing this..
Do i have to get Photoshop CS4 to make backgrounds or can i use Photoshop elements???

any painting software of your choice that features most common graphic file formats is ok.

you can also use a free tool called “irfanview” to convert between formats.
